The Law of Territorial Planning and The Law of Foreign Investments ensure equal rights for foreign investors and Bulgarian citizens: physical persons of foreign origin can practice business activity under equal conditions with Bulgarian citizens. When transferring ownership over a real estate a title deed is issued. Within a period of two months after the issue of the permission for use the property is registered in the municipality at its address registration. The due taxes are assessed on the basis of a valuation of the property.
Foreign investments in Bulgaria are protected by international guarantees but in the process of purchasing land other additional requirements occur.

Legal requirements for foreign physical persons or legal entities at purchasing of a property in Bulgaria.

Purchase of land:
Foreign companies and citizens are allowed to purchase land in Bulgaria only through a legal entity registered on the territory of the country. The company purchases the land and at the same time it can be the complete  ownership of the foreign physical person. Bulgarian share of capital is not required and the owner of the company could also be its director. Transactions with land in the Republic of Bulgaria are free of VAT (value added tax).
Companies with foreign registration are allowed to purchase buildings and parts of buildings without any limitations. At what stage the investor becomes the official owner of the real estate?
The buyer becomes the official owner of the real estate after the transaction is certified at the notary office and a title deed is issued. The next step is to perform the registration at the Entry Bureau to the Regional Court. Such practice also exists in the countries of the EU.
